Our Mission
Our mission is to provide leadership for change for youth, families, and communities.
It creates legitimate, alternative pathways to adulthood and equal access to services that are least intrusive, culturally sensitive, and consistent with the highest professional standards.
Our Goal
Our goal is an aim toward effort and determination. It is a process towards being specific, measurable, achievable, relevant, and time bound (S.M.A.R.T). Its outcome helps trigger new behaviors, helps guide your focus, and helps you sustain that momentum in life.
Within our performance is the provision for human freedom; we set ourselves to get closer to God to divert living in a broken world. Thorns and snares are in the way of family progress; he who guards his way will be far from them. Many plans are in a man’s heart, but the Lord’s purpose for him will stand.

Soteria Family Development Center is the cornerstone of values that bring meaning to our lives.

Purpose
The foundational key to becoming an innovator is discovering and capturing a sense of purpose in life.

inwardly directed, self-assured, and genuinely charismatic.
Integrity
A leader never lies to him/herself, especially about him/herself. They know their flaws and their assets and deal with them directly. This ingredient of integrity is one key to becoming a leader.

About Me
Rev. Lemoyne "Doc" Scott - President and CEO
Leaders must demonstrate their commitment to the highest ideals and principles, never compromising the standards of truth, honesty and integrity. In all walks of life, this involves temptations that come against you as a leader. A leader must allow himself no indulgence in secrets that would undermine his character or mar his public witness.
Lemoyne "Doc" Scott received his BA in Interdisciplinary Studies with emphasis in Psychology and Religion from Liberty University of Virginia, Master of Arts degree in human services/family counseling and currently attending Liberty University working towards an EdD degree in Christian Leadership.
For over thirty-nine years, I have worked extensively with families in all areas of dysfunction, including anger and stress management, crisis intervention, drug and alcohol rehabilitation and crime. I have worked with Orange County California Family Services, the School Board in Shreveport, Louisiana and numerous churches, organizations, civic groups, and businesses.
My instinct for penetrating emotional barriers and being passionately devoted to creating strong leaders has allowed me to become an extremely effective Motivator, Counselor and Problem-Solver. I have recognized the signs of criminal behavior, been able to teach positive alternatives, and encourage prevention.
